Planning and Environmental Coordinator

One position serves and provides support as the Planning and Environmental Coordinator in the Canyon Country District Monticello Field Office, which includes the Bears Ears National Monument and one position provides support as a Planning and Environmental Coordinator in the Paria River District Kanab Field Office. The employee coordinates and/or conducts document preparing, completion, and defense, staff training, data gathering and evaluating, and public and inter-agency coordinating pertaining to NEPA documents and Bureau planning efforts. Major duties include, but are not limited to:
Provides interpretation, guidance, program leadership, quality control, and training for the development of National Environmental Policy Act (NEPA) and Resource Management Plan Amendment (RMP) documents in compliance with the Federal Land Policy and Management Act (FLPMA), the National Environmental Policy Act (NEPA), the Council on Environmental Quality (CEQ) regulations and Departmental and Bureau guidelines including the RMP as amended. Works with the other district and field office planners and NEPA Coordinators to plan, coordinate, complete, and implement NEPA activities for the offices within the district including Environmental Impact Statements (EIS), Environmental Assessments (EA), Determinations of NEPA Adequacy (DNA) and Categorical Assessments (CX). Serves as a technical liaison between Field Offices and other entities, such as the State Office, other BLM offices, Washington office, Regional Solicitor's Office, other Federal, State, and local government agencies, Indian Tribal Governments, contractors, and external customers. Prepares and interprets records to assist the State or solicitors' offices in the defense against, and resolution of, a wide variety of protests and appeals. Serves as spokesperson and/or liaison for RMP/NEPA documents and arranging public meetings in collaboration with project leads and managers. Physical demands:
The work is primarily sedentary and does not require unusual physical activity or demands. On occasion may require walking over rough, uneven or rocky terrain during periods of extreme temperatures. May be required to drive two or four wheeled drive government vehicles over tarred, gravel or dirt roads.Work Environment:

In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. This experience must also be documented in your resume. In addition to the time-in-grade requirements, to qualify at the GS-11 level you must one of the following:

Experience:
Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Planning and Environmental Coordinator. Specialized experience includes; experience with land use and multiple use resource management planning; being a lead or member of an interdisciplinary team working on planning and environmental analysis processes, principles, and practices; reviewing planning and NEPA documents to ensure they read smoothly and correctly; reviewing environmental documents to insure compliance with applicable laws and regulations; work with public land resource values, issues, or controversies; and assisting in developing public land-related planning strategies and procedures. OR 54 semester hours of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a directly related field of study; OR have an equivalent combination of the type and level of experience and education described above. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
